you can make a start simply by blocking all communications from west africa. almost none of those has any legitimate interest here, so blocking them does far more good than harm.
the case of the east europeans is a little different. enough of them are genuine to make it worth keeping the site open to them. and from the point of view of the americans here - it's good to know friends in russia and eastern europe so we'll have a place to go when this ecnomy collapses. they sure as hell aren't going to be greeting us with flowers most other places!
