This does help, but it is not fool-proof. The Russian scammers will get on cam with you, call you and even send a picture of themselves holding a sign with your name on it and still scam you so one has to be cautious no matter what.
The best chance one has is to join a secure dating site that costs, but the back ground checks have been done. Free sites like this one does not have these levels of security.
A face to face meeting is still the best way if that is possible before any money is sent or spent on the person. be vigilant in your searches.
